Revealed: How the UAE compares globally for pandemic resilience

The Pandemic Resilience Index ranked 40 countries on vaccination drives, critical care bed capacity and mass testing

The UAE has been listed as the second-most pandemic resilient country globally in a new report.

The Pandemic Resilience Index ranked 40 countries on factors including vaccination approval dates, vaccination drives, critical care bed capacity and mass testing.

The study – conducted by advocacy group Consumer Choice Centre (CCC) – aims to provide an overview of global health system preparedness for the Covid crisis.

Israel topped the list, followed by the UAE, the US, UK and Bahrain, respectively. Ukraine rolled in last at number 41.

The report factored in the number of Covid vaccines doses administered per 100 people as per March 31. Israel led the charge with 115.98 percent, followed by the UAE (81.1 percent) and the UK (52.53).

As of May 13, The UAE Ministry of Health and Prevention announced that the total number of doses provided stands at 11,422,565 with a rate of vaccine distribution of 115.49 doses per 100 people.

The index also factored in the number of daily tests per country. The UAE topped the league for daily Covid testing, averaging 8.29 per 1,000 people daily.

“The UAE is a country that managed to quickly kick off its vaccination campaign, vaccinated over 50 percent of its population [by March 31] and has carried out extensive testing – which is why it performed so well in the index,” said Fred Roeder, managing director, CCC.

The UAE commenced its vaccination rollout around 10 days earlier than most of the European Union but its performance has been “significantly” better, he said.

The UAE has one of the lowest numbers of hospital ICUs per capita, but with an average of over eight daily new Covid tests per thousand people, the country stands out on testing and is markedly ahead of countries such as Germany, Czech Republic, Hungary, France, Lithuania and Italy.

“The pandemic has put global health systems to an emergency test and exposed both their strengths and weaknesses,” said Roeder. “In particular, this concerns hospital capacity, planning abilities, and the existence of a regulatory system that is able to act fast and efficiently when it comes to testing and vaccination, among other things.”

The UAE maintains excellent collaborative links between its private and public health sectors, which allowed for fast execution amid a pandemic, said Roeder.

“The UAE has demonstrated that it has a smart government. Both Israel and the UAE have proved themselves to be agile countries that were quick to respond and planned the pandemic to the end,” he said, adding that the UAE offered a “role model” to European countries.

“The UAE is a forward looking country. Policy makers across the world would do well to look at the UAE’s success in tackling the Covid pandemic,” he said.

UAE named second most resilient nation for Covid-19 response in global rankings

The UAE was named as the second most resilient country in the world for its response to the Covid-19 pandemic.

Only Israel ranked higher in the Pandemic Resilience Index 2021, which was compiled by the Consumer Choice Centre (CCC), a non-profit organisation representing the rights of consumers in more than 100 countries.

The CCC report, using data available on March 31, aimed to provide an overview of global health system preparedness for the Covid-19 crisis.

It singled out the UAE for performing significantly better than EU countries with its vaccination rollout, despite starting just 10 days earlier.

“The UAE is a country that managed to quickly kick off its vaccination programme which saw more than 50 per cent of its population vaccinated. Its extensive testing also tops the ranking,” said the report’s authors, Fred Roeder, CCC managing director and CCC research manager Maria Chaplia.

They highlighted the UAE’s Covid-19 testing average of 8.29 per 1,000 people each day was third to Cyprus and Luxembourg, and well ahead of countries such as Germany, the Czech Republic, Hungary, France and Italy.

“The pandemic has put health systems globally to an emergency test and exposed both their strong and weak sides,” the report said.

“In particular, that concerns hospital capacity, planning abilities, and the existence of a regulatory system that is able to act fast and efficiently when it comes to testing and vaccination.”

The report measured 40 countries on “vaccination approval, its drive, and time lags that have put brakes on it, critical care bed capacity, and mass testing”.

Israel and the UAE were the only two countries to be given the top rating, ahead of the US, the UK and Germany, who were rated as being “above average”.

The country with the lowest score was Ukraine, with New Zealand also named in the lowest section.

“Countries that started testing and then vaccinating as soon as possible, and who had sufficient, or close to sufficient, intensive care bed capacity, managed to better contain [the] coronavirus,” the report said.

В апреле международная организация по защите прав потребителей Consumer Choice Center опубликовала свой ежегодный рейтинг европейских вокзалов. Тогда же стало известно, что два московских вокзала вошли в топ-10 рейтинга: Казанский на 4-м месте и Курский на 6-м месте. Всего в этом году было проанализировано 50 вокзалов в 15 странах. О том, как именно оценивались вокзалы и что привело их в число лидеров, мы поговорили с одним из авторов исследования – Марией Чаплиа.

– Мария, как вы выбирали вокзалы, которые войдут в финальную выборку для анализа?

 – В первую очередь мы отбирали железнодорожные станции в зависимости от того, насколько они загружены. В индекс вошли европейские вокзалы с пассажиропотоком более 30 млн человек в год.

– А по каким критериям вы определяли лучших из этого списка?

 – Мы оценивали сочетание различных факторов: от степени переполненности платформ до наличия беспроводной сети. В число критериев также входит количество международных и внутренних направлений, куда могут уехать путешественники, конкуренция железнодорожных компаний, наличие ресторанов и магазинов на территории вокзала, доступность для пассажиров на инвалидных колясках, наличие залов ожидания первого класса, а также удобство доступа к платформе.

 – В топ-10 вошли два российских вокзала. Что привело их на пьедестал?

 – Начну с минусов. Казанский и Курский вокзалы Москвы справляются с большим потоком пассажиров, чем вокзалы Лейпцига и Вены, а значит, более загружены. По нашей информации, на Казанском вокзале есть эскалатор для выхода на платформы, но нет эскалатора, соединяющего 1 и 2 этажи, что немного снизило его рейтинг. Курский вокзал используют только две железнодорожные компании, что говорит об отсутствии конкуренции по сравнению с другими 10 ведущими европейскими вокзалами. Однако на обоих вокзалах много магазинов и относительно хороший выбор ресторанов, что наряду с большим количеством маршрутов внутренних и международных направлений способствовало их высокому рейтингу.

– В предыдущем году Казанский вокзал Москвы также попал в топ-10, но тогда он оказался только на 9-м месте. Что изменилось за год?

 – В этом году мы исключили из критериев оценки чистоту и вывески, что повлияло на результаты.

– Что позволило главному вокзалу Лейпцига (Leipzig Hauptbahnhof) стать лучшим?

 – Немецкий Leipzig Hauptbahnhof действительно возглавляет наш рейтинг лучших железнодорожных вокзалов Европы. Это вокзал, предлагающий наибольшее количество внутренних направлений, а также он не даст заскучать ожидающим пассажирам благодаря множеству магазинов и ресторанов. We Don’t Need to Lift Patents to Make Vaccines More Accessible

And weakening of IP rules would actively hurt the most vulnerable.

A full 14 months into the pandemic, nearly half of Americans who are eligible have received at least one vaccine dose. The end is in sight, and we have innovation to thank. And so, as our economy reopens and restrictions are being lifted, attention is turning to hard-hit nations like India and Brazil, currently experiencing skyrocketing case numbers. 

The question, then, is how to boost vaccinations abroad. The New York Times notes that India’s outbreak is causing the country to restrict export of its own vaccines, which could hurt Africa in particular, since those nations are relying on Indian vaccines. 

In the face of pressure to use every tool available to boost vaccinations abroad, the Biden administration announced last week that it supported a proposal to waive patent protections on the COVID vaccines. 

This measure, which is called a TRIPS Waiver (Trade-Related Aspects of Intellectual Property Rights) and was put forth last fall at the World Trade Organization by India and South Africa, would be far more than just a temporary fix for more shots.

If the waiver is triggered, it would ostensibly nullify IP protections on COVID vaccines, allowing countries and companies to copy the formulas developed by private vaccine firms in hopes of making their own, with no guarantee of success or safety.

The coalition backing Biden’s pledge includes Doctors Without Borders, Human Rights Watch, and World Health Organization Secretary-General Tedros Adhanom Ghebreyesus, who first backed this effort in 2020 before any coronavirus vaccine was approved.

Intellectual property rights are protections that help foster innovation and provide legal certainty to innovators so that they can profit from and fund their efforts. A weakening of IP rules would actively hurt the most vulnerable—the same people that groups who support the IP waiver are nominally trying to help.

The power to issue the waiver comes from a section in the 1995 treaty that created the World Trade Organization, meant to protect intellectual property among global trade partners. While a COVID vaccine waiver would be the most substantial one to date, similar efforts have been attempted on both HIV/AIDS medicines and generic drugs, the latter the only other successful case.

The push for a waiver ignores that many companies have voluntarily pledged to sell their vaccines at cost or even offered to share information with other firms. Moderna, for its part, has stated it will not enforce the IP rights on its mRNA vaccine during the pandemic and will hand over any research to those who can scale up production. The developers of the Oxford-AstraZeneca vaccine have pledged to sell it at cost until the pandemic is over.

Further, this measure would have far-reaching implications. Supporters claim that because COVID represents such a global threat and because Western governments have poured billions in to securing and helping produce vaccines, low and middle-income countries should be relieved of the burden of purchasing them. But rich countries are already donating vaccines to the World Health Organizations COVAX program, which gifts countries vaccines free of charge.

There are a few reasons that a TRIPS waiver is unlikely to be the most efficient solution. The vaccines require specialized knowledge to develop and produce these vaccines, and the mRNA vaccines require cold storage. As economist Alex Tabarrok has pointed out, vaccine makers have been scouring the globe for adequate vaccine facilities but fallen short. 

It  seems implausible that any of this could be achieved outside the traditional procurement contracts we’ve seen in the European Union and the U.S. What is more likely is an increase of botched and unsafe vaccines that would be risky for vulnerable populations, as philanthropist Bill Gates has claimed in his opposition to the waiver.

If the cost of researching and producing a COVID vaccine is truly $1 billion as is claimed, with no guarantee of success, there are relatively few biotechnology or pharmaceutical companies that can stomach that cost. And distribution would be an entirely different story.

If Biden’s administration wants to help vulnerable nations, there is an easier way: release the tens of millions of doses of AstraZeneca vaccines sitting dormant in warehouses, which the FDA has not yet approved, and begin exporting our vaccine surplus to the most hard-hit countries. That’s precisely why the COVAX initiative was created, and why the U.S. should support it.

Meanwhile, let’s also look at the future implications of moving now to restrict IP protections for the very companies that have delivered the life-saving vaccines that will get us out of our current pandemic.

BioNTech, the German company headed by the husband-wife team of Uğur Şahin and Özlem Türeci that partnered with Pfizer for trials and distribution of their mRNA vaccine, was originally founded to use mRNA to cure cancer. Before the pandemic, they took on massive debt and scrambled to fund their research. Once the pandemic began, they pivoted their operations and produced one of the first mRNA COVID vaccines, which hundreds of millions of people have received.

With billions in sales to governments and millions in direct private investment, we can expect the now-flourishing BioNTech to be at the forefront of mRNA cancer research, which could give us a cure. The same is true of many orphan and rare diseases that do not otherwise receive major funding.

Would this have been possible without intellectual property protections?

If we want to be able to confront and end this pandemic, we will continue to need innovation from both the vaccine makers and producers who make this possible. Granting a one-time waiver will create a precedent of nullifying IP rights for a host of other medicines, which would greatly endanger future innovation and millions of potential patients.

Especially in the face of morphing COVID variants, we need all incentives on the table to protect us against the next phase of the virus. 

Rather than seeking to tear down those who have delivered the miracle of quick, cheap, and effective vaccines, we need to support their innovations and provide supplies to countries who need them. Symbolic gestures that will have drastic consequences, especially on the most vulnerable, just aren’t up to the task.

Canadian Cancer Society supports vape tax, as nearly one-third of Sask. teens vape daily

Canadian Cancer Society regional manager Angeline Webb says they support the 20 per cent provincial tax on vapour products.

She says price measures have been proven to reduce vaping among youth and adults.

“Currently, vaping products are quite affordable so we want to price kids out of the market.”

The provincial government says the additional cost will help “prevent vapour products from being attractive to youth and non-smokers.”

Health Canada research shows that 30 per cent of teens in Saskatchewan vape on a daily basis, according to Webb.

She says research from Health Canada and the U.S. Centre for Disease Control shows that teens who vape are three times more likely to start smoking.

In Saskatchewan, consumers currently pay six per cent GST and six per cent PST on vape products.

The province’s Bill 32 would add 14 percentage points to the price of vapour liquids, products and devices on Sept. 1, 2021.

The federal government is conducting research to support a ban on flavoured vape products sales in Canada – a move Webb says is supported by the Canadian Cancer Agency.

Prince Edward Island and Nova Scotia have banned all flavoured e-liquids and vape products. Quebec and New Brunswick are also considering restrictions to flavoured vaping products.

“Flavoured vaping products are enticing to youth who try and continue to use vaping products because of the flavours,” said Webb. “People who use vape products are 30 per cent more likely to develop a serious respiratory illness.”

However, Kevin Tetz, co-owner and operator of Inspired Vapor Company, says vaping reduces the taxpayer healthcare burden by reducing smoking-related disease and death.

David Clement, North American affairs manager for Consumer Choice Center, a North American consumer advocacy group, agrees with Tetz.

Clement says Bill 32 will place higher costs on both nicotine and cannabis vape products for consumers.

“This is ultimately going to throw consumers under the bus, specifically adult consumers and smokers who use vape products as a means to switch away from smoking cigarettes,” said Clement.

Vape stores can’t sell to people under 18 years and stores are required to block their windows to prevent their products from being in public view.

Blaine Tetz, co-owner of Inspired Vapor Company says he smoked for over 30 years and tried to quit smoking using the nicotine patch, prescription drugs, hypnosis and will power. He was able to quit smoking in 2017 after he started vaping.

“I gradually worked my way out of smoking cigarettes until I didn’t want them anymore and the only reason I was able to do that was because I had a replacement for the nicotine,” said Tetz.

Tetz now owns and operates three vape shops in partnership with his son in Melfort, Prince Albert and Humboldt. He says he has over a thousand customers in his customer data base who have told their store they have been able to quit smoking with the help of vapes.

He says their stores sell many kinds of “vape juice,” some non-nicotine flavoured liquids to nicotine liquids of various concentrations.

Blaine Tetz says a flavour ban would “decimate the industry.”

There are no provincial laws against vaping inside, including bars, restaurants, hotels, etc. unless specified by the individual establishment.

Some municipal governments such as the City of Saskatoon have passed by laws restricting where people can vape.

Раніше цього тижня адміністрація президента Байдена підтримала призупення захисту прав інтелектуальної власності у Світовій Організації Торгівлі (СОТ). Таке рішення було прийнято з метою пришвидишити вироблення вакцин і відповідно вакцинацію населення світу, зокрема це стосується країн, що розвиваються. Наслідком підривання прав інтелектуальної власності стане різке зменшення інновації у світі, чорний ринок вакцин, і негативне бачення вакцинації як такої.

Передісторія

У жовтні 2020 року Індія та Південно-Африканська Республіка вперше висунули глобальну пропозицію про відмову від деяких положень Угоди про торгові аспекти прав інтелектуальної власності (TRIPS) Світової організації торгівлі (далі – СОТ), щоб дозволити будь-якому виробникам фармацевтичних препаратів виготовляти вакцини COVID та розповсюджувати їх. Крім патентів, йшлось про інші форми захисту прав інтелектуальної власності, щоб забезпечити виготовлення та розповсюдження необхідних медичних виробів, таких як маски, вентилятори, засоби індивідуального захисту.

З тих пір ця пропозиція отримала підтримку понад 100 країн, в тому числі Франції, Іспанії та, нещодавно, США.

Але Австралія, поряд із Великобританією, ЄС, Швейцарією, Японією, Бразилією та Норвегією, як і раніше утримуються від підтримки. Німеччина особливо наполеливо виступає проти підривання захисту патентів.

“Пропозиція США про скасування захисту патентів на вакцини від COVID-19 має серйозні наслідки для виробництва вакцин в цілому”, – сказала речниця уряду Німеччини. Вона додала, що “захист інтелектуальної власності є джерелом інновацій і має залишатися таким і в майбутньому”.

Що таке TRIPS

Угода TRIPS є невід’ємною частиною правової бази СОТ щодо інтелектуальної власності. Згідно зі статтею 27 (2) Угоди TRIPS, країни-члени СОТ можуть виключити патентоспроможність винаходів, необхідних для захисту здоров’я населення. Стаття 30 дозволяє учасникам робити обмежені винятки з прав, наданих патентом.

Серед іншого, угода, основною метою якої є захист прав інтелектуальної власності, також включає положення про примусове ліцензування або використання предмета патенту без дозволу правовласника (стаття 31). По суті, це означає, що “у разі надзвичайної ситуації в країні чи інших обставин надзвичайної невідкладності або у випадках некомерційного використання в державних цілях” держава-член може дозволити комусь іншому виробляти запатентований продукт без згоди власника патента.

Тоді як за звичайних обставин особа чи компанія, яка подає заявку на ліцензію, повинна спочатку спробувати отримати добровільну ліцензію у правовласника на розумних комерційних умовах (стаття 31b). Однак немає необхідності намагатися отримати добровільну ліцензію спочатку за гнучкістю TRIPS, про яку власне йде мова.

Таким чином, гнучкість TRIPS дозволяє країнам замінити глобальні правила інтелектуальної власності, щоб зменшити шкоду, заподіяну надзвичайною ситуацією, і в основному має предметом фармацевтичні препарати.

Якщо дози будуть вироблятись сторонніми постачальниками, спираючись на запатентовані формули та процеси, але без спеціалізації, це збільшить ризики псування вакцин або виготовлення поганих недіючих вакцин, які підірвуть вакцинацію загалом.

Фальшиві вакцини не просто підірвуть світовий вихід з пандемії, але й поставлять під загрозу життя та зменшать довіру до вакцин.

Кращий спосіб заохотити справедливий розподіл існуючих вакцин – це не усунути фінансові стимули а зробити те, що більшість виробників вакцин проти COVID-19 насправді вже роблять: зниження їх цін для країн, що розвиваються, або продаж вакцини на вартість. Розробники вакцини Оксфорд-АстраЗенека пообіцяли продавати за собівартістю, поки пандемія не закінчиться.

Чому важливо захистити права інтелектуальної власності

Противники прав інтелектуальної власності часто роблять помилку, сприймаючи інновації як належне, тим самим закриваючи очі на рушійну силу будь-якого виду підприємництва: економічні стимули. Патенти та різні інші форми інтелектуальної власності не є упередженими щодо винахідника. Навпаки, вони гарантують, що компанії можуть продовжувати впроваджувати інновації та постачати свою продукцію споживачам.

Короткотерміновим результатом зниження прав інтелектуальної власності буде розширений доступ до інновацій, але в довгостроковій перспективі інновацій не буде. 

Нам потрібно захищати права інтелектуальної власності, якщо ми хочемо перемогти коронавірус та багато інших захворювань. Пацієнти, яким одного разу можуть поставити діагноз невиліковних захворювань, таких як хвороба Альцгеймера, діабет або ВІЛ/СНІД, повинні скористатися шансом на отримання ліків, а захист прав інтелектуальної власності – це єдиний спосіб надати їм такий шанс.

Nhìn nhận khách quan trước những chiến dịch chống thuốc lá điện tử

Tại Philippines, một cuộc điều tra liên bang cho thấy các cơ quan quản lý y tế đã nhận hàng trăm nghìn đô la từ một tổ chức từ thiện liên kết với Bloomberg trước khi họ đưa ra dự thảo luật cấm các thiết bị vaping. Các đại diện của Quốc hội nói rằng luật được trình bày không có gì phải bàn cãi và chỉ được đưa ra sau khi Cơ quan Quản lý Thực phẩm & Dược phẩm nhận được khoản tài trợ lớn.

Ở Mexico, một luật sư của “Chiến dịch trẻ em không thuốc lá”, một trong những nhóm kiểm soát thuốc lá lớn nhất toàn cầu do Bloomberg Philanthropies tài trợ, đã soạn thảo luật hạn chế nghiêm ngặt việc nhập khẩu và bán thiết bị vaping. Người ta cáo buộc rằng Carmen Medel, Chủ tịch Ủy ban sức khỏe của Hạ viện Mexico, đã ký hợp đồng với tổ chức từ thiện này để “tư vấn” về luật, nhưng cuối cùng lại đệ trình một dự thảo luật vẫn có tên của vị luật sư của tổ chức này.

Điều này được kết hợp bởi các cuộc điều tra liên tục về ảnh hưởng của các tổ chức phi chính phủ nước ngoài đối với các chính sách tương tự ở Ấn Độ, nơi Thủ tướng Narendra Modi đã quyết định cắt đứt quan hệ với tổ chức từ thiện Bloomberg sau khi các cơ quan tình báo trong nước của ông đưa ra lo ngại.

Ông là một thành viên ban sáng lập của Truth Initiative – tổ chức y tế công cộng phi lợi nhuận cam kết chấm dứt sử dụng thuốc lá. Ông Warner cũng là chủ tịch của Hiệp hội Nghiên cứu về Nicotine và Thuốc lá, biên tập viên khoa học cấp cao của báo cáo kỷ niệm 25 năm của Surgeon General về hút thuốc và sức khỏe, và là hiệu trưởng của Trường Y tế Công cộng của Đại học Michigan.

Ông nói: “Michael Bloomberg đã làm những điều tuyệt vời cho sức khỏe cộng đồng. Nhưng về vấn đề này (tác hại thuốc lá điện tử có thể gây tử vong), ông ấy có phần đi quá đà”. Bài viết cũng cho rằng những nhà khoa học khác của phong trào kiểm soát thuốc lá cũng chia sẻ quan điểm này.

Trong khi đó, theo lập luận của các nhà phê bình, trong khi thuốc lá điện tử và thuốc lá điếu truyền thống đều chứa nicotine, một chất kích thích hóa học gây nghiện có nguồn gốc từ thuốc lá, thuốc lá điện tử ít nguy hiểm hơn nhiều so với hút thuốc lá. 

Trong bài báo khoa học “Bằng chứng, báo động và tranh luận về thuốc lá điện tử”, năm chuyên gia y tế công cộng khẳng định rằng việc hạn chế tiếp cập vào các sản phẩm thuốc lá điện tử trong khi vẫn để thuốc lá truyền thống có tác hại hơn trên thị trường là sai lầm. Các tác giả bao gồm Cheryl Healton, cựu giám đốc điều hành của Truth Initiative, là hiệu trưởng của trường y tế công cộng thuộc Đại học New York, cũng như các trưởng khoa y tế công cộng tại các trường đại học Bang Ohio và Emory.

Điểm chung của các văn bản luật của các tổ chức nhận được tài trợ biên soạn đều đề xuất cấm nhập khẩu các sản phẩm thuốc lá thế hệ mới vì cho rằng các sản phẩm này độc hại không kém gì thuốc lá điếu.

Trong khi đó, các nhà khoa học đang chứng minh điều ngược lại. Giáo sư John Newton, Giám đốc về Cải thiện Y tế, Y tế Công cộng Anh còn cho rằng, thuốc lá điện tử (vaping) là một trong những công cụ hỗ trợ cai nghiện hiệu quả nhất hiện nay, giúp khoảng 50.000 người bỏ thuốc lá mỗi năm. Châu Âu đã trở thành một trong những thị trường ủng hộ thuốc lá thế hệ mới và có chính sách quản lý thuốc lá thế hệ mới “dễ thở” hơn so với thuốc lá truyền thống.

Biden’s support for seizing vaccine IP harms innovation

Yesterday, the Biden administration announced it would be supporting the efforts of countries like India and South Africa to suspend intellectual property on COVID-19 vaccines at the World Trade Organization using the TRIPS Waiver.

“The US supports the waiver of IP protections on COVID-19 vaccines to help end the pandemic and we’ll actively participate in @WTO negotiations to make that happen,” tweeted U.S. Trade Ambassador Katherine Tai.

Yaël Ossowski, deputy director of the global consumer advocacy group Consumer Choice Center, called the Biden admin’s move a “gross mistake.”

“By backing the seizing of intellectual property around innovative vaccines, the Biden administration is actively harming future innovation and certainty for biotechnology firms that use patents to fund their research and development, especially when the estimated cost of producing a COVID vaccine is near $1 billion.

“This would actively hurt patients who depend on innovative medicines and vaccines that don’t otherwise receive primary funding, including the world’s most vulnerable,” said Ossowski.

“The German firm BioNTech, which developed the first mRNA vaccine and partnered with Pfizer for distribution and testing, is originally an experimental cancer research firm and intends to use its profits to find the next cancer cure. Biden’s support for the patent waiver would undermine those efforts and more.

“What’s more, once the IP is released, there is no guarantee for the safety of vaccine production, both due to the specialized knowledge and equipment required to produce them and to store them properly for maximum efficiency. If doses are made by third-party suppliers relying on patented formulas and processes but without the specialization, this will increase the risks of botched vaccines and vulnerable people put at risk, which could lead to vaccine hesitancy throughout the world,” said Ossowski.

“Bad actors will have an easier time pushing black market products on the market. Fake vaccines will not just undermine the global vaccine drive but also put lives at risk and reduce trust in vaccines.

“If the United States wants to help vaccine low and middle-income countries suffering because of the pandemic, they should release all doses of AstraZeneca vaccine sitting in American warehouses, which the FDA has not yet approved, and begin exporting our vaccine surplus to the most hard-hit countries,” concluded Ossowski.

36 Organizations Sign Coalition Letter Condemning Menthol Prohibition Proposal

Earlier today, Americans for Tax Reform released a letter signed by 36 leading national and state-based organizations representing millions of taxpayers and consumers throughout the United States urging the Food and Drug Administration to reject a proposed ban on menthol cigarettes. This letter adds to a similar letter signed by 27 civil liberty and racial justice organizations organized by the American Civil Liberties Union (ACLU), and demonstrates overwhelming bipartisan opposition to this proposal.  

The letter noted the devastating social impact of criminalizing an activity undertaken by over 18 million Americans, primarily from minority communities, asserting “If this proposal were to be enacted, it is inevitable that it would lead to further confrontations between individuals and law enforcement and break down trust even further. In addition, by diverting law enforcement resources to preventing the sale of menthol cigarettes, this policy will reduce the resources available for the prevention and solving of property and violent crimes.” 

The letter continued, “We further draw your attention to the fact that any comprehensive analysis of the data from jurisdictions where menthol products have been banned demonstrates that, while the majority of users switch to non-menthol cigarettes, over 20% of menthol smokers moved to purchasing illicit products through the black market. Not only does this put all parties involved at risk of police involvement, the illicit tobacco market is increasingly been run by sophisticated international criminal syndicates, often with links to sex trafficking, money laundering and even, increasingly, terrorism.” 

For these reasons, as the letter noted, the U.S. State Department has explicitly called tobacco smuggling, “a threat to national security”. 

The letter also recognized the importance of promoting harm reduction over prohibition, writing, “If the FDA wishes to reduce smoking rates, the best way of doing this is not through bans, but rather embracing life-saving new technologies to help smokers quit. The science is now overwhelming that the most effective way for smokers to quit is through the use of non-combustible reduced risk tobacco alternatives, ranging from vapor and “heat not burn” devices, to oral nicotine delivery systems or moist loose tobacco (which the FDA already allows to be marketed as reducing the cancer risk for persons who make the switch).” 

The letter concluded by urging the FDA to “engage in evidence-based policy making and embrace new technologies and alternative nicotine delivery systems that have been proven will be able to save millions of American lives.”
