EU cabin bag mandate won’t help flyers
Yet more EU mandates on airlines will only make flights more expensive for consumers
BRUSSELS, BE – There’s no such thing as a free lunch. Or free bag.
As the debate heats up between the EU Parliament and Council to update EU air passenger rights rules, the Consumer Choice Center iterates its position that using EU law to mandate free hand luggage on flights will reduce pricing flexibility, increase base fares, and ultimately leave many consumers paying more for services they may not even use.
The proposal, advanced by the European Parliament’s Transport and Tourism Committee, would require airlines to allow passengers to bring one personal item and one small hand luggage item on board without an additional fee. Although it is presented as a consumer protection measure, the policy risks undermining the low-cost model that has expanded affordable air travel across Europe by forcing all passengers into a one-size-fits-all pricing structure.
Zoltán Kész, Government Affairs Manager at the Consumer Choice Center, responds:
“Consumers benefit when airlines can compete on price, service, and flexibility. Mandating bundled carry-on luggage is not a pro-consumer reform; it is a market distortion that increases fares for everyone, including travelers who purposefully choose more affordable tickets,” said Kész.
“Political micromanagement of airline pricing does not improve transparency. If policymakers want consumers to make informed choices, the better approach is to require clearer disclosure of baggage fees and fare conditions, not to force a uniform product offering for every passenger,” he added.
As the proposal is not yet final law, there remains time for policymakers to reject rules that would weaken consumer choice in the name of consumer protection.
Going forward, the Consumer Choice Center urges EU institutions and the governments of member states to focus on reforms that genuinely help passengers, including transparent pricing, increasing competition, and stronger enforcement of existing rights, rather than reducing competition and eliminating affordable travel options.
